After the implementation of Devolution Plan 2000 and promulgation of Punjab Local Govt. Ordinance 2001, the role of this academy has been increased being pivotal point of capacity building for all categories of participants. The successful implementation/working of the various tiers of local government entirely depends upon the importance attached to the capacity building of both elected representatives and government functionaries.

The New Local Govt. System 2000, ensures the devolution of powers and authority at the grass root level. The leadership of the new system as well as the administration and public, need to be brought up to speed in a systematic manner. The variety of new possibilities along with the responsibilities and administrative authority and the benefits of new systems and structures must be clearly spelt out and understood. Training is, therefore, included as a core principle to overcome these difficulties and to enhance participatory representation and leadership qualities. Hence Punjab Local Govt. Academy (PLGA), being the only institute of local government in the province has been given the responsibility to fulfill these requirements of District, Tehsil and Union level Local Governments.

Pre-service/In-service/Professional /Special training courses/workshops/seminars/orientations courses to the following functionaries of Local Government Department and Local Council Service Punjab, under Devolution Plan are the statutory objectives of this Academy.

AREAS OF TRAINING
  • Orientation Courses on Devolution and Local Govt. Ordinance 2001.
  • Short Courses for Nazim, Naib Nazims and Councillors on the basic concept of Local Government, existing laws/rules, operational procedures, Financial set up, functions of local councils.
  • 3. Professional in-service long training courses for Local Government functionaries on all aspects of District governments.
  • Specialized training courses (6 to 10 days) duration in the field of Local Government, Finances, Accounts, Taxation, Planning and Development, Execution of Local Development plans, efficient office management, administration and development, civil engineering, Muslim Family Laws, Registration of Births and Deaths and special courses in office procedure for functional level.
  • General Refresher Courses (10 to 14 Days duration) on laws, Bye-Laws and working of TMAs.
  • Development Planning.
  • Special in campus/off campus courses on water and sanitation/social mobilizations/human resource development/birth registration/Participatory Rapid Approach (PRA) etc in collaboration with international donor agencies.
  • Various types of workshops/ Seminars at least 2 in each year shall be conducted:

i. Workshop on improvement of local Government System in Punjab.
ii. Workshop on streamlining working of the local Governments with regard to conduct of business, delegation of powers, division of work and monitoring of different departments of the Local Councils.
iii. Preparatory workshop for launching A.D.Ps in TMAs/Union Administrations (UAs).
iv. Seminars on role of women in Local Development.

RESEARCH & PUBLICATION

The research work was recently started regarding different important issues on Devolution, District Government, Tehsil Municipal Administrations (TMAs), Union Administrations (UAs), Citizen Community Boards (CCBs), Birth Registration, Bye-Laws etc.

BENEFICIARIES/PARTICIPANTS

Generally, following categories participate in in-campus & out campus trainings/workshops organized by PLGA. - Government Functionaries of Local Govt Department & Local Councils. - Elected Representatives of Local Councils - Functionaries of Other Government Departments - Office bearers representatives of different NGOs/CBOs/VDOs. - Primary/ indirect beneficiary is the community.
